Can't flip horizontaly in word 2013

When using word art in office 2013, the flip horizontal feature does not work. All other flip features work fine.

To use this feature I open new word document. Click insert tab, click word art. Type word, then click flip horizontally. Is there something I am missing?

Does this problem only happen in one existing file?

If that is true, it could be an indication of document corruption. In that case, <CTL><A> to select the whole document, copy it, then paste it into a new blank file.  

Save the new file and see if the problem is gone.  You will have to recreate some things like headers/footers because they didn't copy.
