Why isn't MS 2010 Artistic Effects working?

I have MA Office 2010 and Artistic Effects is not visible in the 'Adjust' area of the Ribbon as stated in 'help' notes. So I tried to install it by adding it to the Ribbon through All Commands, but it shows up greyed out and unuseable.  Help!

The Artistic Effects are only available for pictures in a document saved in Word 2007/2010 format (*.docx).

Click File tab | Options. In the Save category, make sure that "Save files in this format" is set to "Word Document (*.docx)." Click OK.
