scan blank form doc.s into Word

can I scan a blank document into Word 2010 and then fill in the blanks
Not directly, no. What you get from the scanner is a picture of the original, and Word
can't edit that.
 
Some Optical Character Recognition (OCR) programs may be able to handle forms. One that's
specifically designed for it is OmniForm
 
If you'd rather spend less by doing (a lot) more work, here's how:
 
- Scan the form as a graphic file (.png, .jpg, etc) saved on your drive.
- In a blank Word document, open the header pane.
- Use Insert > Picture to get the file.
- Set the picture's text wrapping to "Behind Text".
- Close the header pane. The picture of the form will be light gray.
 
At this point it's a good idea to print the document and hold the print and the original
together up to a bright light. If they don't match, reopen the header pane and adjust the
size of the picture until they do match.
 
- For each data field on the picture, insert a text box in the body of the document; size
and position it to match the field, and then turn off its borders. An alternative to this
is to insert a table, and drag the cell edges to match the lines and boxes in the picture.
 
- If you're going to print from Word onto the preprinted paper form, go into the header
pane and apply Hidden formatting to the picture so it won't print.

I’m sure those directions to save as a graphic file and use text boxes will work Jay, but I’m confused. My scanner prompts to scan as a picture or as a document with edible text. When I scan a document as text I save the text as a word document.

That would indicated that your scanning application has OCR capability.

Most scanners do include an OCR program or bundle a "lite" or "trial" version of a third-party OCR. As far as I can tell, most of them are unable to make anything useful from a form document -- they
don't know how to make input fields or protect the non-input text.
