Since you are running a version that supports both left-to-right and right-to-left, there should be an option somewhere to change the default text direction. For example, try modifying the Normal style or the Footnote Text style.

None of the above suggestions worked.
When the cursor is on the footnote, I try to change the LTR setting through the Footnote Text Style dialogue box. It shows it's left-to-right but those buttons are disabled and I can't access them. The style is based on the Normal style which is right-to-left.
What do I do now? How can I get to it?
