Copying and pasting Footnotes into new document is not preserving numbers

Is there a way to copy and paste just the footnotes into a new document while preserving the original footnote numbering?  Once you break the link with the reference, all of the numbering goes to "1" for all notes.  I tried turning into footnotes, pasting while preserving source formatting but cannot seem to get it to work.  Any help would be appreciated.

A possible workaround would be to copy the footnote text from the footnote area and then paste as plain text in the target document. This will clear the malfunctioning footnote numbers. You can select and apply a list number format to text, if you wish.

No, if you copy from the footnote area, what you get are "dead" footnote numbers (as you have noticed).

What are you going to use the notes for in the target document? Maybe someone can suggest an alternative method.
