big gaps of white space in table


how do i get rid of these big sections of white space.  It's a table with words in it and as you can see there are huge sections of white space.  I can't adjust each cell one by one.

The first row with a large gap at the bottom is row 6 (the one numbered 5). It has been set to a height of at least 2.56":

 

 

The first row with a gap at the top in the middle column is row 13 (the one numbered 9). It has been set to a height of at least 0.86", and it is bottom-aligned, so the gap is at the top instead of at the bottom.

 

It's similar for the rest.
