Ran Scanpst with no noticible effect.
Have archived but no improvement.
268,601 KG is size of Outlook.pst file.

Yes, if you have multiple pst files open it does affect the performance of Outlook.
Try closing the archive pst and check if it helps. To close the pst file,
1. Right Click on the personal folder.
2. Click the Close option in the list.

That is the default location where Outlook data file is stored. Did you try starting Outlook in safe mode and check?
If the issue still persists, start the computer in clean boot and check the performance.
