Filter Packs and Exchange 2010

While installing the typical load for Exchange 2010 the process halted because I did not have the required Filter Packs installed on the system. I downloaded the filter packs and attempted to install it, but received an error stating that "There are no products affected by this package installed on this system". I do not desire to install Office on the server and I cannot install Exchange, an affected package, because it requires the filter packs. It feels like a catch 22. Is there another way to get the filter packs to load so I can finish the Exchange installation besides installing MS Office?

Exchange Server and other Windows Server versions are supported via TechNet
so best to check with the Experts there.
