I'm not aware of any known issues with the subform wizard not behaving as expected in Access 2010.  Maybe you can take a look at a couple of these things:

1.       Do you have other form objects already built in your database that you could use as subforms?

2.       Do you see the problem if you create a template (click on File>New>Sample Templates>Northwind>Create) and try the same steps from a new form in that file?

3.       Do we also see the problem in your database if you open a report and try adding a subreport to the object?

Hopefully checking on one of those possibilities can give us some more information that might help us solve the issue.

If you're less concerned about the wizard working than you are about just getting a subform added to a form, you could use these steps to manually create one:

1.       Add your subform control the same way you would normally, except this time cancel out of the wizard

2.       Right-click on the subform object in your form and choose 'Properties'.  This should pop up the property sheet on the right-hand side of the screen

3.       Click on the Data tab in the property sheet

4.       Manually add the fields you would link on to the Link Master Fields and Link Child Fields properties.

Good luck!
