Prefix - How do I add a prefix to a word document?

I am trying to develop a guide that has 30+ sections. I need the users of this guide to have information about each section and how to use it in a prefox before the table of contents. How would I do something like that?

There's no requirement that a table of contents must be the first thing in a document. You can write whatever text you want at the start of the document. When you're ready to insert the TOC, just place the cursor at the location where you want it to appear.
