page break on page break preview
I am using Word 2007, and, a document happens to have added a page break in page preview mode (View > Print Layout) that is not the same as the way that pages seem to be separated within the outline mode (View > Outline) See the text on page 21. This
seems like a bug and I am not sure whether it has been fixed and whether I can do something to fix it myself since it is my thesis.

As far as I can tell, the page breaks at the ends of pages 21, 22, and 23 are all the same in outline view and in print layout view. Turn on nonprinting marks (click the ¶ button on the Home tab) to see where the manual page breaks are.
It appears that you inserted manual page breaks to try to manage the placement of the footnotes. The one at the bottom of page 21 prevents the next paragraph ("Amongst many...") from starting on page 21; while not necessary, that's at least reasonable.
The page break causing the single paragraph on page 22 seems to be there because you want to keep the entire long footnote on page 23 unbroken. That is less defensible. If instead you delete the page breaks at the ends of pages 22 and 23, and turn on "Keep lines together" in the paragraph ("There is a time lag..."), Word will automatically position part of the footnote on page 22 and the rest on page 23; that should be acceptable even in a thesis.
