Page 1 is showing as Page 0

I have inserted fields to show Page 1 of 20 etc on each page.  I have done this across numerous documents - all are fine except one of them which is showing the first page as page 0 instead of page 1.  There are no section breaks above it, and I can't find anything 'different first page'. 

I'm stumped, can anyone help?

Access the Format Page Numbers dialog by clicking on the Page Number drop down in the Header & Footer sectionnof the Header & Footer Tools>Design tab of the ribbon and change the starting number to 1 (or select the Continue from previous section button).
