How do I put everything on one page into one frame?

<Moved from Windows 7 / Programs>

I have this form that I've created with both Word 2007 and Excel 2007. I would like to put the whole page into one frame, including an actual frame. Is it possible to do this? What it boils down to is I need to wrap an box around the whole page. I drew the square and tried to put it around my work but it wouldn't go to back. What am I missing? What do I need to do?  Thanks!!

Is it really a frame that you want or merely a border?  The latter you can implement via the Borders and Shading Dialog>Page Border tab.

I am not sure where Excel comes into the picture, but you can certainly put an outside border around a range of cells in Excel.
