This latest update results in Outlook 2007 being very slow in changing folders and the Archiving functionality appears to have been removed. Is this an error or by design.

Thanks Ben - However, as of 13:30 GMT 17 Dec - whilst the KB article has been updated, the updated package is not yet available.Update: 15:15 GMT - the KB article 2412171 is no longer available.
Update: 01:30 GMT 18 Dec: the KB article 2412171 (v3.0) has been reinstated by Microsoft.

What makes you think the archiving functionality was removed? Do you no longer see it listed under File | Archive?
Yes! Service Pack 2 for Office 2007 and all other updates are installed.
Archive is no longer listed under File Menu. The Archiving tab is no longer seen in the Folder properties, and, the AutoArchive section under Tools | Options | Other is no longer there.
I have done a System Restore to before Microsoft Updates of 14 Dec 2010, and re-installed all the updates except the Update for Microsoft Office Outlook 2007 (KB2412171). The Archive functionallity has returned.
I have since re-created the problem with the update on another computer with the same results.
Same problem here with KB2412171. Switching folders got very slow ... from Inbox to Sent Mail, for example, took about 15 seconds. Running the Inbox Repair Tool had no effect. Uninstalling the update returned things back to normal.

Same issue here with the 15 second folder change, and same action of the removal of KB2412171 resulted in the quick folder change as before the "update."

What anti-virus software are you using? Are you running Xobni by any chance? Also what kind of e-mail account is this? POP3? IMAP? Hotmail? Exchange? Something else? GMail perhaps?
Do you have IE9 installed?
Antivirus =Avast
2 Pop3 accounts(gmail/comcast)/1 live.com outlook connector.
Also required SPA to be turned off on multiple email accounts via pop3
no Xobni/ie9/exchange/imap.

AntiVirus = AVG Multiple POP3 and IMAP accounts. IE8 installed.
This error appears to be specific to the Update for Microsoft Office Outlook 2007 (KB2412171)
The equivalent Update for Outlook 2003 is not affected.
Google 'KB2412171' - there are a number of other reports of the same problem, and the equivalent Update for Outlook 2010 appears not to be affected.
