Office 2007 Professional won't install on Windows 7

I just purchased Office 2007 pro for my windows 7 64-bit PC.  When I try to install office, it accepts the product key, then gives this message: Microsoft office professional Plus 2007 encountered an error during setup.
The event log shows a failure with event id 11708.
I've tried uninstalling the old office version, and all other related Microsoft products, but nothing helps.  I even downloaded a trial version from the microsoft website, but it had the same error.
Does anyone have suggestions?

In Windows 7 64 bit

1.   Click Start and then type cmd in the Start Search box.

2.   Type cd "%allusersprofile%\Application Data\Microsoft Help", and then press ENTER,

3.   Type attrib -h rgstrtn.lck, and then press ENTER.

4.   Type del rgstrtn.lck, and then press ENTER.

5.   Type exit, and then press ENTER.

After you delete the Rgstrtn.lck file, you can try to install the 2007 Office suite or the 2007 Office program that you tried to install earlier.
