how do you use excel work books with the snap feature in windows 7. I can do this when I am on the web but I can't seem to make in work when I open two workbooks
The snap feature that you are looking for will not work unless you open two instances of Excel.
This is because Excel Unlike Word is not a True SDI Application.
Microsoft is aware of the Issue however there is no resolution to the problem but the workaround is to use Start > Excel and then open the file you want from within excel assuming that you already have the first file open.
