Text won't justify in Word 2003

Most of the document is fine, but with several paragraphs, I can't change the alignment from Left to Justified.  The Justified icon at the top is highlighted, but the text is aligned Left.  I have tried to use the Format button to make the adjustment, but that doesn't work.  Any suggestions?

Answer
There is no Home menu equivalent to the Home Tab in Word 2007 and later in Word 2003.

Show non-printing formatting marks. The shortcut for this is Ctrl-Shift-8 or Ctrl-* - on the regular alphanumeric keyboard.

If each line is a separate paragraph, then it will appear left-justified even if formatted as having full justification.

BTW, fully justified text looks nice but is harder to read.
