PDF converter

Does 8.1 and office 2007 come with a converter for pdf to word so that you can edit the document?

No, Office 2007 and later can save a document as PDF, but not the other way round.

There are utilities and online services that will convert a PDF file to a Word document; results may vary depending on the structure of the PDF document. You shouldn't use an online service for sensitive content, obviously.

I'm afraid that's not possible. Which is a shame, it should be easy to build such functionality into Windows itself. Apart from the links above you could try this one http://online-pdf.org, does the trick for me (with some exceptions). Good luck!
