As I understand you are unable to open Outlook 2003 application and receive an error message. Let me assist you with

Follow the steps mentioned and check if it helps:
Method 1: Try to reset the navigation pane and check:

Close Outlook.

Click on
Start< Run.

In the
Run windows type Outlook /resetnavpane.
Note: There is space between
Outlook and /.
Method 2: Open Outlook in safe mode:

Close Outlook.
·
Press the
windows key+R on the keyboard to open the Run window.
·
In Run window and type
outlook /safe
Note: There is a space between
'outlook' and '/'.
If the Outlook works fine in safe mode then the issue might be due to add-ins. In order to disable the add-ins follow the steps
given below:

Click the
Tools menu, and then click Options.
·
Click the
Other tab, and then click Advanced Options.
·
Click
Add-In Manager.
·
In the
Add-In Manager dialog box, click to clear the check boxes for any COM add-ins that you want to disable, and then click
OK three times.

Restart Outlook.
