When I try to create an e-mail message in Outlook 2010 I get "Could not install custom actions.  The form cache file is not valid.  The same thing happens when I try to access a contact.  I have a POP3 account and I run Windows 7 operating system.  What is wrong with it.

Try renaming the FRMCACHE.DAT (right click on this file > Select rename > rename it to FRMCACHE.OLD)  and check if this helps.

 

The location of this file is:

C:\Users\User Name\AppData\Local\Microsoft\FORMS
