Cannot create email profile using Outlook 2007 on Windows 7

I keep getting the following message when I open my email account... "Cannot open your default e-mail folders. The information store could not be opened"

I have tried adding an email account via control panel->Mail....this does not work either. It seems Outlook cannot create my data folders
