That processor has Enhanced Intel SpeedStep technology :)
Might search that or maybe just read at Wikipedia.. http://en.wikipedia.org/wiki/SpeedStep
Unless its under maximum load it wont show as full speed.
My laptop i3 processor is 2.3Ghz but if I look while at idle in TaskManger it will show 0.80Ghz. Ramps up to higher speeds depending on the workload demand. Not unusual to see it anywhere between that .8Ghz and 2.3Ghz.
Put the power plan on Performance and it will maybe show 1.8 at idle up to 2.3 under loads.

I figured it'd be related to speedstep but I had the performance plan set to 100% minimum on AC. I think it used to stay as it was set under Vista. Maybe the control has just evolved further in the preview.
Occasionally when it's set to power saver it reports it's doing something like 25ghz or something crazy. Perhaps the strange behavior could be a sensor on the way out?
