IE9 - View downloads / Ctrl+J do not open. Also I cannot open any file fron the OPEN button from the menu below. But SAVE function still work fine. 64 bit version. It is happened 2 days ago, before that it worked fine.
Tried almost everything - reinstall and install, reset, also used 32 bit version, sfc /scannow.
Seems a system file is corrupted during hibernation, I think.

You may have a corrupted Download History list. You can fix this by simply clearing the list using the built in functionality listed below:
Then test to see if you now have a normally functioning Download History window.

When you download files, Windows usually saves them in the Downloads folder which is located under your user name in the users folder on the drive where Windows is installed (for example C:\users\your name\downloads). When you are saving the file Some different types of files are saved to different folders by default. For example, if you right-click a picture on a webpage and then choose Save Picture As from the menu, the picture will be saved to the Pictures folder by default. If you're not sure where the file was saved, you can search for it from the Start menu.
Try opening the file from this location.

The problem is not to know where downloads ends, the problem is to understand why "view downloads" or CTR+J is not working.
I have the same problem and not able to fix.
On top of this I also have strange Behavior following PDF or Office documents links; after downloading them is not possible to open them other than from the folder where they are downloaded. Normally in IE8 was possible after downloads just by click on the open button in the download dialog box.

If that didn't resolve the problem for you, the next step will be to check to see if the same problem occurs if you try using a new user profile. The steps provided in this troubleshooting guide will take you through creating a new account to test with:
Fix a corrupted user profile
Then if the problem is isolated to your original user profile, the remaining steps in the guide linked above will take you through copying your user data from the old user profile to the newly created user profile.
