Which is the operating system installed on your computer?
Which is the version of Internet Explorer are you using?
If you are using Windows 7 try running the Internet Explorer Performance troubleshooter and check if the issue is resolved.
To run Internet Explorer Troubleshooter, follow these steps:
After the troubleshooter has successfully run, try to browse to the Internet again and check what happens.
If the issue is not fixed follow the steps in Method 9 to run Internet Explorer Safety troubleshooter.

Hi Amrita,
Thank you for your response. I'm running XP home edition on IE8 so the steps you gave don't apply in that order. Any other solutions?

Method 1:
You have browser add-ons. Utilities or programs added to Internet Explorer to supposedly make your online experience better - a search toolbar, for example - can lead to blinking of the pages that you
open.
If you have any such utilities, or even if you are not sure, disable browser add-ons.
To temporarily disable all add-ons
1. Click the Start button.
2. Click All Programs.
3. Click Accessories.
4. Click System Tools.
5. Then click Internet Explorer (No Add-ons).
If Internet Explorer (No add-ons) runs, follow these steps to recover the ability to use Internet Explorer.
1. Click the Start Orb
2. Click All Programs
3. Click Accessories
4. Click System Tools
5. Click Internet Explorer (No add-ons)
6. Click Tools
7. Click Manage Add-ons
8. Click Toolbars and Extensions
9. Under Show: click All add-ons
10. Click any add-on
11. Press CTRL + A on your keyboard (this should select all add-ons)
12. Click Disable all
13. Click Close
14. Close Internet Explorer (No add-ons)
Now all add-ons are disabled in Internet Explorer, next step is to enable them one by one.
1. Open Internet Explorer
2. Click Tools
3. Click Manage Add-ons
4. Click the first disabled add-on
5. Click Enable
6. Click Close
7. Surf a few pages
8. Close Internet Explorer
9. Open Internet Explorer
If you don’t receive any errors, the add-on you enabled wasn’t causing the problem. Repeat the Manage Add-on process for the next disabled add-on. Once you receive the error you were receiving, you will need to go back and disable/uninstall/update the last add-on you enabled.

Once again thank you for your help. I fixed it, I removed my AVG 9.0 anitvirius and this resolved issue.
