IE10 and Google Chrome unable to load page after upgraded to Windows 8.1

After upgraded, IE11 does not appear. Instead, both IE10 and Google Chrome unable to load page.
However, other apps still functioning, meaning the internet connection has no problem.
What I can do? I had tried clean startup, reset internet setting, but nothing work.

I have exactly the same problem :(
I have found the solution in Chrome Group, credits to 李千聚 (A Chinese Computer Expert).
Just run cmd as administrator (type cmd in windows search, right click the 'run as administrator'), copy the common code below: 
netsh winsock reset

paste it in the cmd (right click then click on 'paste'). then click enter button. 
Restart your computer. that's it..
